Open your supplies in PSP. 

Use your eyedropper to put a solid blue and a solid pink in your
materials boxes. It doesn't matter which one you use for each color.

We will be using the pattern for flood fill in the first few steps.
Step one and two will use the pinkheart and blueheart pattern
Set your boxes to pattern and put one in each box. 
Step three will use the plaid.

Open a New Transparent Image 600 X 800 pixels.
With your lasso tool, draw a triangle in the upper left side of the image.
Start in the bottom left corner >go to the top right corner > go left across
the top and down the side to the bottom.
Flood fill with pinkheart pattern
Don't deselect.

Layer > New Raster Layer.
Selections > Invert
Flood fill the lower left side of the image with the blueheart pattern.

Deselect

Layers > Merge > Merge Visible

Change the foreground materials box to black.
If you don't have your rulers on, turn them on now. 

With your draw tool set to vector mode, dashed, width to 2
draw a line around the image about 10 pixels in on each side.

Then draw from corner to corner on each side of the middle.
Promote each Vector Layer to Raster Layer.

Layers > Merge > Merge Visible


Layer > New Raster Layer.
With your selection tool set to custom use these settings.
top = 100, left = 100, right = 500, bottom = 500.
Flood fill this layer with the twinplaid.
While selected go to >
Effect > 3D effects > DropShadow
V & H =4, O = 40, b = 10, color black.
Repeat Drop Shadow changing the V & H to -4 (minus 4)

Deselect

Copy and paste the twinphotocorner.tub onto your image as
a new layer. 
Apply the same Drop Shadow as before.

Effects > Plugins > Simple > Top Left Mirror.

Copy and Paste the twins as a new layer.
Effect > 3D effects > DropShadow
V & H =4, O = 40, b = 10, color black.
Repeat Drop Shadow changing the V & H to -4 (minus 4)

Copy and paste the tag as a new layer. Move to the desired position.
Effect > 3D effects > DropShadow
V & H =4, O = 40, b = 10, color black.

Add text to the tag. Effect > 3D effects > DropShadow
V & H =1 O = 40, b = 1, color black.

Copy and Paste the flowerrow.tub as a new layer.
Move to the bottom.

Copy and paste the bee as a new layer. Place it near the flowers.
Effect > 3D effects > DropShadow
V & H =1 O = 40, b = 1, color black.

Copy and paste the butterfly as a new layer. Move to the desired position.
Effect > 3D effects > DropShadow
V & H =1 O = 40, b = 1, color black.

Add a New Raster Layer and add your mark.

Layers > Merge > Merge All (flatten)

For the background:
I rotated the Flowers to the right 90% with All Layers Checked.

Then I add a New Raster layer and moved it to the bottom
Flood filled with white.

Add a New Raster layer
Flood filled with the twinplaid pattern.
Place a drop shadow on the flowers.

Copy and paste as a new layer the butterfly 
and place a drop shadow. 

Copy and paste as a new layer any other tubes you like and place a drop shadow on each

Layers > Merge > Merge All (flatten)

Export using the JPEG optimizer and save as background.
