Frame in a Frame 

Supplies

Photo Aging Kit Here (I put mine in my Filters Unlimited folder)
PSP (I used PSP9, but most should work with few adjustments.
Graphic of choice. Mine here
The artist is Marjoline Bastin. I received the image through
a share group. 

1. Open your graphic and resize to 500 X 450.

2. Choose a dark color from the graphic for your foreground color.
Choose a lighter matching color for your background color.

3. In the layers palette, Promote background layer.
Right click on background and duplicate

4. On Raster 1 - lower the opacity to 30.
It will be very hard to see.

5. Back to the copy of raster 1 >With your background color set to void (turned off)
Choose the Preset shape Rectangle with these settings. Create On Vector checked.
Horizontal and Vertical Radius 0. Line Style solid. Width 8.00.
Turn your ruler on if it is not already.
Beginning at 100 - 100 draw out to 400 and down to 350
Or if you prefer a smaller border around the center begin at 50 - 50. draw out to 450 and down to 400

6. In the layers palette, convert the vector layer to a raster .

7. Click on the frame with the magic wand.
Effects - 3D effects - Outer bevel with these settings.

Bevel 6; width 6; smoothness 7; Depth 5; Ambience 0; Shininess 0;
color #B85042 Foreground color; Angle 315; Intensity 65; Elevation 35.
Selections > Select none. 

8. Selection > Select All
Selections > Modify > Contact by 100 pixels. 
Selections > Invert.

9. In the layer palette, click on copy of raster 1.
Hit Delete one time. Selection> Select none.

10. Layers > Merge > Merge All (flatten)

11. Image > Resize > to 85% with Bicubic resampling > Lock aspect ratio
and Resize all layers checked. 

Image > Add borders > 5 symmetric using dark foreground color

12. Select the border. Effects > 3D effects . Inner Bevel with these settings.

Bevel 2; Width 20; Smoothness 2; Depth 2; Ambience 9; Shininess 18; 
Angle 318; Intensity 37; Elevation 36. Selections > Select none.

13. Image > Add borders > 20 symmetric using light background color.
Select the border.
Effects > Plugins >Greg's Factory Outlet II > Pool Shadow > change only the intensity to 50.

14. Effects > Artistic Effects > Enamel with these settings.

Blur 96; Detail 39; Density 112; Angel 140; color white.
Selections > Select none. 

15. Image > Add borders > 5 symmetric using dark foreground color

16. Select the border. 
Effects > 3D effects. Inner Bevel as before. Selections > Select none

17. Layer > New Raster Layer > add your mark.

18. Layers > Merge > Merge All (flatten).

Background
19. Select a portion of the outer border and the enamel border
as shown below.

20. Copy . Paste as a new image.

21. Image > Canvas Size > twice as wide as your image and the same height.
Image placement left side/center.
Mine was 25 X 202 so I resized to 50 X 202

22. Layers > Duplicate
Layers > Mirror
Layers > Merge > merge visible. 
Move this border out until the right side is at the 100 mark
Effects > Image Effects > Seamless tiling using edge/vertical. 
Width 75%; Transition 50 %.

23. Image > Canvas Size > The width you normally use for making
letters. ( 1024 or maybe 1280) Make the height the exact height of
your image as shown in the original dimensions. (Maybe 1024 X 202)
Left Middle arrow placement.

24. Layers > New raster Layer.
Layers > Arrange > Send to bottom. 

25. Flood fill the bottom layer with your light background color.

26. Add a texture or filter of your choice. I used Filters Unlimited II >
Photo Aging Kit > Cracked paper at default. 
Layers > Merge > Merge All (flatten)

24. Export using the .JPEG Optimizer and save.

Open Letter Creator and make your own IncrediLetter. 
You may adapt for OE.

Here are two more examples.  Just adjust the inner border to
work with your graphic.
