The masks and tube were collected from share groups or
from other tutorials I have done.  If they are yours I will be glad
to give you credit if you will let me know.

Open the mask, tube and image in PSP.
minimize the mask and tube.
Duplicate the image and close the original.

Choose a color the background materials box.
I'm using #AAC99D for the background. 

Layers - New Mask Layer - From Image -
Find your dm004 mask and apply 
with Invert Mask Data Checked.
Layers - Merge - Merge Group

Image-Canvas Size - 1024X400 (height of your graphic)
with the image placement middle / left.

Layers - New raster Layer
Layers- Arrange-Send to bottom.
Flood fill with the background color

Layers - New raster Layer
Flood fill with white.
Layers - New Mask Layer - From Image -
Find your Clouds mask and apply 
with Invert Mask Data NOT Checked.
Layers - Merge - Merge Group

Highlight the top layer.

Right click on the title bar of your bar tube - Copy

Right click on the title bar of your background image-
Paste - as a new layer.

Move the bars to the edge of your border.
Use your deformation tool to pull the bars
upward and downward so they will be long enough.

Effects - Image effects - seamless tiling Edge/Vertical;
width(%) 18; Transition(%) 100.

Layer - New Raster Layer-
Add your mark.

Layers - Merge - Merge All (flatten).

Files - Export - through the .JPEG optimizer.

Save as a .jpg. Open Letter Creator and 
creator an IncrediLetter.
